Measured directly against this tool: sizes up to about 1280px wide come out exact. 480p and 720p land on the pixel. Ask for more than that (1080p, 1440p, 4K) and a file still comes back, but the colour-palette step that keeps it banding-free caps the final width at 1280px, so a wide 1080p target lands at 1280 wide instead of the full size: picking 4K won't give you a high resolution GIF past that width. The output gets its own colour palette built from your GIF, not a generic web palette: that's what keeps gradients and flat colour smooth instead of banded.
Two limits. First, you pick a height in pixels, not a target file size or a percentage: there's no way to ask for "under 5 MB" or "50%" directly, but a smaller height almost always brings the file size down with it. Second, the heights are presets (240p up to 4K), not a free number field.
You can change GIF size in both directions. To shrink GIF file size for an upload limit, pick a smaller height (a smaller size on screen almost always means a smaller file); to expand GIF dimensions or make a bigger GIF for a presentation, pick a taller one, up to about 1280 pixels wide at the exact size. Either way it's only the pixel dimensions that change: every frame, its order and the playback speed stay as they were, whether the source is a screen recording, a meme or a hand-drawn animation.
Resize, crop, or make a new GIF?

Resize a GIF for Discord, Twitch, Slack or a smaller upload
Discord, Slack and e-mail all have upload limits, and a smaller GIF (480p instead of the original size, say) usually clears them without cropping any of the frame away. For a GIF resize for Discord or Slack, start one step below the original height and go down until the file fits.
Emoji and emotes: square first, then small
Discord emoji, Slack emoji and Twitch emotes want a small square. How do I change GIF dimensions without stretching it, or to an exact width?
Pick a height; the width is calculated from your GIF's own aspect ratio, so nothing gets stretched or squashed. You can't type an exact width: for an exact square or a specific shape, crop first with the GIF cropper, then resize.
Can I enlarge a GIF, to 1080p or 4K?
You can pick taller heights than the original, but the colour-palette step that keeps the result banding-free caps the final width at 1280px, so a wide 1080p or 4K target comes back 1280px wide. Enlarging cannot add detail either: beyond about twice the original size, edges look soft. For a slide, 480 or 720 is usually enough.
Does resizing add colour banding?
No: the output gets a fresh colour palette built from your own GIF rather than a generic web palette, which is what usually causes banding.
What happens to my GIF?
It's uploaded to our own server, resized there, and deleted the instant the job finishes. Nothing is kept or looked at. The one exception: if you choose to send us a file yourself, we keep it for at most 30 days and one person on our team looks at it. Even then it is never shared or used for training.
