Speeding up video is easy; keeping the audio with it is where most tools fall over, and you end up with a chipmunk voice or sound that drifts a second out by the end. Here the audio is stretched with a separate filter that keeps the pitch where it was, in steps if the change is large, so a doubled clip still sounds like the same person talking.
Half speed for slow motion of something quick. 1.5× for a talk that drags. 2× for a screen recording or a lecture. 4× turns a long static shot into a short one — at that speed speech is no longer understandable, so it's for footage without talking.
