You choose the height — 1080p, 720p, 480p and so on — and the width follows the video's own proportions automatically, so nothing gets stretched or squashed. A 4K phone clip resized to 720p comes out at 720p in the same shape it went in.
Downsizing is the common case: a screen recording that's heavier than it needs to be, a 4K clip for a page that shows it at 640 pixels wide, an upload cap somewhere.
