MP4 is the answer nine times out of ten. Every phone, every browser, every TV, every editing program opens it. If something refused your file and you do not know why, convert it to MP4 first.
WEBM is noticeably smaller at the same quality and plays in every current browser, so it is the right pick for a video on your own website. Older desktop players and some phones will not open it.
MOV is what iMovie, Final Cut and QuickTime prefer. MKV holds anything — multiple audio tracks, subtitles — which makes it good for archiving and bad for uploading anywhere.
Changing format means re-encoding, and re-encoding always loses a little. Not enough to see on one pass, plenty to see on five. So convert from your original rather than from a file that has already been through two other tools.
Anything taller than 1080 pixels is scaled down to 1080. A 4K file at a sensible bitrate looks worse than 1080p at the same bitrate, so this is the choice that keeps the result looking right rather than the number looking big.
The audio track is converted with the picture — AAC for MP4, MOV and MKV, Opus for WEBM. A file with no sound stays a file with no sound. If you want the audio on its own, pull it out as an MP3; if you want it gone, mute it.
