Normalizing measures how loud the recording actually feels over its whole length (the EBU R128 standard, the same one Spotify and YouTube use) and adjusts towards that target, pulling quiet passages up without letting the peaks clip. Normalizing raises the quiet parts and everything in them, hiss included. If the result is loud but unpleasant, the problem was the recording, not the volume — clean it up first with CleanGrab's voice cleaner and then normalize.
