Everything is in pixels, counted from the top left. For a 1920×1080 video: square for Instagram is 1080×1080 starting 420 from the left. Cutting 100 pixels off every side is 1720×880 starting at 100, 100. Grab a frame first with the thumbnail tool if you want to measure in an image editor.
This throws pixels away rather than stretching what's left, so the part you keep stays exactly as sharp as it was. The file also gets smaller, because there's less picture to store. What it won't do is make a small video bigger.
Cropping re-encodes the picture, which a browser can't do — your video is uploaded to our own machine, cropped there, and deleted immediately afterwards. Limit: 400 MB.
