Decibels are not percentages. +6 dB doubles the signal (the menu calls it twice as loud), and to the ear +10 dB is closer to twice as loud; +3 dB is a clear but modest lift. Downwards it is the mirror image: −6 dB halves the signal.
So start with +6. If it is still too quiet, run it again or type a bigger number yourself (anything from −30 to +30 dB), rather than jumping straight to +20: see the next section for why.
Whichever way you want to change mp3 volume, up or down, the same +6 dB / −6 dB rule of thumb applies.
Turning up multiplies every sample, including the loud ones. Push far enough and the peaks run off the top of the scale and get flattened, which is the crackly, distorted sound you cannot undo afterwards. A recording that is quiet because it was recorded quietly has room to go up; one that is already peaking does not.
If the problem is that the quiet parts are too quiet and the loud parts are fine, this is the wrong tool — you want evening out the volume instead, which brings the whole recording to a standard level without flattening anything.
Drop in an MP3 and you get an MP3 (WAV, M4A and other audio also come back as MP3); drop in a video and you get the video back with the picture untouched and only the sound changed. The picture is copied across without re-encoding, so nothing is lost there. This is the fastest way to change volume of MP3 files without opening an editor first — a volume change in one step, not a full timeline.

Pick +6 dB and it raises the whole file evenly, doubling the signal level; to increase volume of MP3 files you need no editor, and the result stays an MP3. How much you can add depends on the recording: a quiet one takes +6 to +10 dB, one that already peaks will crackle at +3, because even a small volume boost MP3 files can't absorb shows up as distortion.
