Pick one of two modes before you drop the file. Color keeps every colour area as its own shape; Black & white gives one clean outline, the kind stencils and cutting machines want. Either way you get a vector SVG with real paths, not a picture wrapped in an SVG tag.
JPG compression leaves faint blocky noise around edges. On a clean logo saved as JPG the tracer handles it fine: speckle filtering strips the noise out. On a busy photo the noise becomes part of the trace and the result looks like a poster. If you have the same artwork as PNG, start from the PNG; if the JPG is all you have, it almost always still works for logos and lettering.
The SVG format is plain text describing shapes, so the file opens in any vector editor, in cutting-machine software and in every browser.
For a Cricut or Silhouette, use black & white mode: one clean outline is what those machines expect. The paths stay editable, so you can reshape, recolor or nudge them afterwards in Inkscape or Illustrator, which you can't do with the original photo. For 3D printing, an SVG isn't a print format (slicers want STL), but it works as a flat profile to extrude in CAD software first.

A JPG stores pixels, so it gets blurry when you enlarge it. An SVG stores shapes, so it stays sharp at any size and can be edited path by path. Tracing is how you get from one to the other; a vector converter can't invent detail the JPG doesn't have.

No, this page only goes one way: image in, vector out. To convert SVG to JPG, open the SVG in Inkscape or Illustrator and export it, or open it in a browser tab and take a screenshot. An SVG file converter to JPG, or any SVG to JPG converter that renders the shapes to pixels, works too. A free online SVG to JPG converter does it without installing anything, and you can export JPG from most design apps if a form asks for JPG. To convert SVG to JPG free, that's the route.
Pick black and white mode before you drop the JPG in: Cricut and Silhouette need one clean single-colour outline, and that mode gives you exactly that.
