Most compressors give you a vague “quality” slider and leave you guessing whether the result will squeeze under the limit. This one works backwards: you say how big the file may be, and the bitrate is worked out from that and the running time. So when you pick 25 MB, you get a file just under 25 MB — first try. That makes it a video size compressor as much as a quality tool — you pick the number, not a slider.
The video is encoded in two passes: the first pass looks at where the hard parts are (motion, detail, cuts) and the second spends the bits there instead of spreading them evenly. That costs a bit more time and is the difference between a watchable file and a blocky one at the same size.

That depends on how far you squeeze it. Two-pass encoding puts the bits where the movement is, so a 3-minute clip at 25 MB still looks fine. Force a 10-minute clip into 8 MB and you will see it — pick a larger target or trim the clip first.
